Flights of Planes Began for Orthophoto Project

"True Orthophoto and Geographic Data Production Work" project, which has tendered by Natural Catastrophe Insurance Pool (TCIP) and has been coordinated technically by Ministry of Environment and Urbanisation General Directorate of Geographic Information Systems, was launched at a ceremony that Environment and Urbanisation Minister İdris GÜLLÜCE was attended.

At the ceremony in the aircraft hangar of the General Directorate of Land Registry and Cadastre on the Esenboğa Airport; Minister GÜLLÜCE said that TCIP created after the 1999 Marmara earthquake.

Minister GÜLLÜCE has mentioned that the 1999 earthquake was a milestone for housing, engineering subjects in Turkey and the government had reorganized with the experience obtained from this disaster.

Minister GÜLLÜCE stated that he knows these days well and said that he was mayor himself when 1999 earthquake had occurred and there were problems even about communication at these days.

Explaining that by the project they would see everything from map, all the buildings and even distortion in Turkey, explaining that they would even see the buildings to be distorted Ministers GÜLLÜCE said that:

“Currently we are late to notice plundered the coastal area in Muğla and Bodrum. We are making preparations for operation there. Whoever desired near Bodrum and Mugla, made hotels and buildings as he wants at the shore and didn’t care whether there is coast or not. We are currently struggling on judgments about them and we will break down them eventually. We will not leave the destruction of the coast of Bodrum, plunder of the coast unpunished. But I wish it have been noticed this while it had been done. Now it has become hotel or turned into residential.

With this work, plunders like the plunder of the coast at Bodrum and Muğla can be noticed by the public as the constructions just starts. Ministry of Interior, reaching forth the strong hand of the state to the municipalities that cause this situation and said that “what kind if a mayor you are”, we will open an investigation with the judgement. We don’t care “I have no money, I can’t tender” excuses. You can break down it even you have no money. They have their own plans but municipalities currently still turn a blind eye to occupation of land.

Emphasizing that, with this work, municipalities whether can’t make illegal structures, coastal plunder, squatters even if they desire; Minister GÜLLÜCE said that: “Good municipalities will also avoid the cost. They will not have costs again. Each municipality has separate tender procedure and a lot of money wasted. This will be made together and any municipality can receive and use this information avoiding great expenses and making the same thing over and over again.

Minister GÜLLÜCE, then examining the aircraft specially equipped for aerial image acquisition, received information from the authorities.

-Orthophoto Project
In the 40 thousand kilometers of area included in the project, covering the settlement and development fields of the cities, coastal areas, social, cultural, industrial and tourism areas, provinces, districts and towns, high-resolution orthophoto production will be made. Within the project road and building numerical data will be produced and the harmonization of data with information systems will be carried out.

In terms of its scope, cost, time, and technology used; the project is, with the first of its kind in Turkey. Basic image base of all units that are generating geographical data will be created and the true orthophoto production will be held in the 1/1000 scale. In urban areas, the current building inventory will be identified.

Orthophoto production phase of the project will continue until November. Harmonization phase will be completed by December 2015. The update will be made during the years 2016-2017. The data of the project with 50 million budget, will be serviced to all public authorities and municipalities for free. It will gain such studies as planning, design, urban regeneration, urbanisation, municipal services, illegal building monitoring, decision-support, disaster planning, emergencies efficiency and speed. In addition to cost saving, completion in a short time will affect all other processes in the project and it will be just to be used in all environment, application projects and planning in urban areas.

With the project, the costs of municipalities that can’t find a source for plans and projects, will be reduced 70 percent. In addition to this, by the sharing and using the outputs of project, in all the further projects 80 percent savings will be achieved.

Within the context of the project, damage assessment can be made as soon as possible after natural disasters and coordination activities can be executed in order to arrange the organization for immediate intervention.
